So it’s probably Kafka who is offering to help Ben. Kafka knew the process to alter Ben’s mind, so she should be able to reverse it. And Janine saw her after she became Queen Goblin in Amazing Spider-Man 88, so she would be wary of trusting her. Plus, the preview mentions Ned being imprisoned for the crimes he committed as Hobgoblin and it was Kafka who brainwashed him.
The only other person Janine would be wary of trusting would be Kaine, and he doesn’t fit the other clues.
Ben seems to have become more respectful of innocent life, since he stopped Janine when he thought she was about to kill that innocent man.
