This strip comes shortly before his unmasking by Doc Ock. Both are from issue #12. This strip is from page 4. He’s unmasked by Ock on page 8.
But it wasn’t his first fight with Ock (that happened in issue #3).
(I just happened to have the Complete Amazing Spider-Man DVD already in my computer – so was simple to check)

This reminds me that Harry knew of the incident of unmasking Pete in this issue and he believed Peter was acting as a fool, in the 90s Harry was in his full mentality not affected by drugs when he remembered Peter is Spider-Man while looking at him departure after Spider-Man gave him a talk on how it isn’t simple to be a superhero, too bad Harry didn’t remember this incident at that time
